52. WEBSITE DESIGN
Mr Gary Edwards, commissioned to develop a new website / social media format, was welcomed to the meeting. He outlined options for the design of the front page of the website. Councillors favoured a collage of photos of some of the main landmarks within the community.
He also emphasised the importance of the relationship between social media strategies such as Facebook (a push strategy) and the Council’s website (a pull strategy). A dedicated email address will be created for each councillor and the Clerk, together with a generic council email address.
Photographs of each councillor would be taken at the next meeting and posted on the website, together with contact details for each of the councillors.
Mr Edwards was thanked for his attendance and his work so far.
53. COMMUNITY POLICING / ANTI-SOCIAL BEHAVIOUR ISSUES
The Chair welcomed Sgt. Kate Davies to the meeting. Sgt. Davies went through the crime statistics for September 2019 and the work the PCSOs had been undertaking in the community.
- Humphreys highlighted the increase in both arson and anti-social behaviour incidents. It was felt that many of the incidents were down to the younger element i.e. 8 to 11 year olds.
- Davies the emphasised the need to ensure all incidents were reported. Whilst she admitted that there were issues with the 101 phone number she stated that incidents could be reported more easily via the online portal.
- Sandra Williams highlighted the risk of young children getting knocked over on Darby Road by speeding cars. Would traffic calming be the solution ?
- Parry-Jones outlined issues with bikes, scooters road bikes etc. in the Moss Valley. The use of drones may assist in identifying culprits.
- It was suggested a name and shame strategy via social media may deter culprits.
- Davies reminded members of the Quarterly Forum taking place on 17 October 2019.
- Given their workload and lack of resources it was agreed that PCSOs would attend community council meetings every three months.
- The Clerk highlighted an email he had received regarding the fact that, due to limited resources, the police would be unable to provide as much support as they had done in the past. Sgt. Davies stated that, as a minimum, there would be one person to lay a wreath.
- Davies outlined a Community Engagement Strategy which brought together the key organisations in the area. One of the strategy’s aims was to form links between community groups.
- Davies stated that some community councils were employing mobile security cameras e.g. Rossett, the cost being in the region of £6000 for 4 Cameras. Sgt Davies also agreed to enquire about whether the CCTV camera on the corer of Rockwood Road was operational.
Sgt. Davies was thanked for her attendance.

The Bowling Club had purchased the maintenance equipment and had been reimbursed.
This led to a discussion as how the perimeter of the Bowling Green could be made more secure. Enquiries were to be made as to the associated cost.

The appropriate notice relating to a request for a formal election had been posted on the noticeboard of the Memorial Hall.
Page 4 Item 50.
Members to email the exact locations for the erection of speed signs.
56. MINUTES OF THE MEETING HELD ON 30 SEPTEMBER 2019 / MATTERS ARISING
Members accepted the minutes as a true and accurate record.
57. REMEMBRANCE SUNDAY ARRANGEMENTS UPDATE
The Order of Service leaflet content had been agreed. The Clerk would arrange for 250 to be printed.
It was agreed that a target of the end of October be set for the erection of the 100 lamppost poppies.
58. LED STREET LIGHTING PROJECT UPDATE
The Clerk stated that he had informed both the successful contractor and the two unsuccessful ones of the outcome of the tender process. Arrangements would shortly be put in place to make an application to SALIX for an interest free loan to fund the project.
59. CEMETERY
A quote had been received from Mr. Mike Underhill, M&J Services (JB) Ltd., in relation to the creation of a concrete hardstanding and retaining wall. Members agreed for the work to be carried out.
The Clerk informed Members that he had been speaking to Mr. A Lloyd, who maintains Broughton Cemetery in terms of grasscutting, tree maintenance etc. Members agreed that, given the unusual seasonal conditions, an additional cut be agreed. They also agreed that weedkiller be sprayed onto the new area of the cemetery.
60. REVIEW OF POLLING PLACES
Details of the review had been circulated to Members prior to the meeting. The Clerk informed Members that he had met with members of WCBC’s Election Team to discuss an alternative polling station now that New Broughton Community Centre was due to be demolished.
He suggested that an additional polling station could be accommodated at Ysgol Penrhyn, New Broughton. Members agreed to this arrangement.
61. PLANNING APPLICATIONS
Members considered Planning Application P/2019/0694, which related to an outline planning application for 1 dwelling, Kenningdale, Bryn Road, Moss, Wrexham.
Members agreed to object to the application on the following grounds :
- It would lead to overdevelopment of the site
- It would cause traffic issues on Bryn Road
- There was a lack of sufficient information on access issues
The Clerk would inform WCBC of the decision

The Clerk highlighted concerns relating to the level of service that was being delivered by the community council’s bank, HSBC. It was agreed to monitor the situation and if service did not improve alternative banking arrangements be considered.
In addition, the Clerk would make enquiries as to the use of online banking facilities.
63. CORRESPONDENCE
(i) Email from Denise Garland, WCBC, informing the community council of the process and progress in relation to the demolition of New Broughton Community Centre – Noted.
(ii) An email from PCSO Ryan Jones detailing various projects undertaken in the community -Noted.
(iii) E-mail from Carla Hughes, WCBC, re. vandalism repairs to Solway Banks Skate Park – Members agreed for the repairs to be carried out at a cost of £2211.22 + VAT.
(iv) E-mail from James Nuttall re. the Miner’s Wheel – Noted.
(v) Email from Paul Tincello, Brymbo Heritage Trust, re. the feasibility of the Trust occupying Lodge Community Centre – It was agreed to invite Mr. Tincello to the next meeting.
(vi) Email from Darren Richardson, Caia Park Partnership, giving an update on progress with the 8 week open access youth work project – Noted.
