The Chair welcomed Cllr. S. Billington to his first meeting.

Apologies were received from Cllrs. A. Edwards, J. Pettigrew and G. Davies. All apologies were accepted.
- DECLARATIONS OF PERSONAL INTEREST
None.
- MINUTES OF THE MEETING HELD ON 17 DECEMBER 2025
Cllr. B. Parry-Jones requested that the minutes be amended to clarify that she abstained from all three applications when the councillor vacancies were considered.
In addition Cllrs. J. Pettigrew and J. Williams did not attend the meeting. The Clerk would amend the minutes accordingly.
Other than these the minutes of the meeting were accepted as a true and accurate record.
Matters arising
Page 1 – Youth Provision
The Clerk stated that he had not heard back at this stage from the members of the public who had attended the December meeting.
Page 2 – Precept 206/27
The Clerk confirmed that he had notified Wrexham CBC of the precept for 2026/27.
Page 4 – Additional Water Supply – Broughton Cemetery
The Clerk confirmed that he had been in touch with the contractors to notify them of the community council decision.
It was agreed to review the cemetery fees at the next meeting.
Page 4 – Street Lighting
The Clerk informed Members that he still had not received a quote for an additional lighting column at the top of School Lane.
In addition the Clerk explained that a number of streetlights in Coed Efa had not been working since before Christmas. They were awaiting a repair by Scottish Power.
It was agreed to put a notice on the council’s website explaining the reason.

Members agreed income amounting to £63,716.38 and expenditure amounting to £ 17,858.79 respectively.

Risk Assessment Report
The Clerk presented a report which highlighted both the financial and service risks to the community council and potential mitigations. A discussion took place about
need to identify who is responsible for the trees at New Broughton Recreation Ground and Brynteg Memorial Park.
In addition there was a need to appoint additional cheque signatories.
Cllrs. A. Lovett, F. Derbyshire and E. Jones agreed to become signatories.
Members agreed the report.
- PLANNING APPLICATIONS
P/2025/0957 – Application to Operate 2 Private Hire Vehicles from 12 Weston Road, New Broughton LL11 6TG
Members agreed to strongly object to the application on the grounds of :
- Additional parking congestion on an already busy, narrow street.
- CORRESPONDENCE
- An email from Matthew Phillips, Wrexham CBC Planning Department, explaining the Section 106 monies in relation to the Gatewen Road and Berse Road housing developments and how and where they are to be allocated.
- CORRESPONDENCE
- Wellbeing sessions are being run from the Pentre Broughton Bowling Club.
- There are still issues with the Caego bus stop.
- There had been positive feedback from members of the public in relation to the Xmas lighting.
- Similarly, there had been positive feedback from members of the public in relation to the carol services at St. Pauls Church and All Saints Church
