The Chair welcomed members of the public and representatives of Jones Lighting to the Meeting.
849. LED LIGHTING AND FINANCING.
Mr John Francis and Mr Mark Collier from Jones Lighting gave a presentation on LED Lighting including the pros and cons.
Mention was also made of possible interest free loans through Salix They were at present installing LED lights in Gwersyllt.
Members, and the public, asked various questions.
The next stage for the Community Council would be for them to decide whether to Commission a Survey. If this was agreed then Jones Lighting would also include their views on a Best Value Solution –including costs.
The Chair thanked Mr Francis and Mr Collier for their attendance and informed them that the Clerk would contact them after the Council had decided on the way forward. They then left the Meeting
850. COMMUNITY POLICING / ANTI-SOCIAL BEHAVIOUR.
Community Policing:
The Clerk had distributed. the latest statistics with the Agenda and the Chair went through them Ward by Ward. If Members had any other issues then the Chair asked them to let the Clerk know so that he could raise them with the Police.
The Police were due to attend the April Meeting
Councillor Mrs S Williams updated Members re the fire at the garage at the rear of the Community House.

Mr Vernon, a local resident, raised issues in relation to New Road, Southsea and in particular issues of speeding and the safety of the road. He, and other residents, had organised a petition –a copy of which he presented to the Chair-which listed the various issues and concerns and which he was also raising with the local MP.
Councillor N Williams updated Members re a meeting that he had with WCBC where he had requested various actions (including new signage; regular clearing of drains; include on priority gritting routes.).
Mr D Hesketh (WCBC) had agreed to undertake a full survey to see what other options could be put forward to improve road safety (possible funding issues and issues with road layout). Also some confusion over the acceptability of CCTV evidence-to be raised with the Police.
Members were supportive of residents concerns and would consider what the Community Council could do when proposals/ options were put forward.
The Chair thanked Mr Vernon, and the other New Road residents, for their attendance and they left the Meeting.
Anti-Social Behaviour
The Clerk circulated copies of Craig Matthews (WCBC) options/proposals for the Council to consider.
He also confirmed that Brymbo are interested to meet with Broughton to discuss the issues. Councillor Mrs S Williams suggested that there would be merit in the Community Council meeting with Brymbo Community Council plus Gwersyllt Community Council and Bryn Alyn School ( plus the Police) to look at the way forward.
Members agreed to set up a Working Party of Councillors F Derbyshire, T Alan Edwards, Mrs S Williams and N Williams to progress this.
851. APOLOGIES FOR ABSENCE/PERSONAL MATTERS.
Apologies for absence had been received from Councillors Miss N Davies, Mrs S Hughes, and R Jones.
Brynteg School-following a discussion Members decided, at this stage, not to put forward a Council nomination for the Governor vacancy.

853. MINUTES AND MATTERS ARISING.
Resolved that the Minutes of the meeting held on 14th February, 2018, be agreed as a correct record .The minutes were duly signed by the Chair.
Matters Arising:
Page 462-Reference 842-Community Agent-Councillor Mrs Williams expressed concerns re implications for the Clerk. The Clerk would enquire whether any other Community Councils had experienced any issues. The Clerk also reported that Brymbo had expressed an interest in ‘increasing’ the hours to help cover their area.

Page 462-Reference 842-Outreach Workers-discussed under Community Policing above (Agenda Item 850).
Page 462-Reference 842-Community Centre –the Clerk reported that confirmation had been received from WCBC that measures to reduce costs had been implemented.
Page 462-Reference 842-Councillor Davies gave an update re the cancellation of the St. David’s Day Event due to bad weather.
Page 462-Reference 842-the Clerk confirmed that he had e-mailed WCBC re the extension of the 30.mph. limit plus he had requested that the ‘pavement’ be cleared-still outstanding..
Page 463-Reference 843-P/2018/0033-Application approved-restricted to domestic use only.
Page 464-Reference 844-Donation- payment sent.
Page 465-Reference 844-Data Protection-still outstanding.
Page 465-Reference 844-Bowling Greens- the Clerk had confirmed with WCBC that the Community Council would only require the Brynteg Bowling Green to be maintained in 2018/19.
Page 466-Reference 847-Independent Review on Town & Community Councils-the Clerk had attended the event at the Memorial Hall and gave feedback.
Page 466-Reference 848-the Clerk had raised the issue of the manhole cover with WCBC Environment Department.
Page 467-Reference 848-potholes on Rose Hill-again raised with WCBC who are seeing if they have funding to resurface part of the road-and where this road is on their list of priorities.
854. PLANNING APPLICATIONS.
The following Planning Applications had been received and were considered at the Meeting:
P/2018/0126-Demolition of existing entrance lobby and construction of new main entrance-Ysgol Penrhyn, Southsea, Wrexham.
-no comments/observations
P/2018/0127-Use of land for parking of cars (in retrospect)-Pats Coaches, Southsea , Wrexham.
-Members concerned that it should only be used for cars and not, as in the past, for vans or coaches.
-concerned re possible environmental issues-including affect of noise, etc on neighbouring properties.
Other Planning Issues:
WCBC Local Development Plan-Members noted that this was due to go out to public consultation in April-further details when available.

ii- Donations
The following ‘Request for Donations’ had been received:
a- AVOW-Shopmobility-noted
b- OWL-awaiting further information.
A request had been received from Kidney Wales to advertise this year’s ‘Walk for Life’-agreed
iii- WCBC-Commercial Waste.
The Clerk had received the contract/agreement for 2018/19 from WCBC to collect the refuse bins from the Cemetery. Members agreed to continue to use this service. The Clerk would update WCBC re the number of bins to be emptied.
iv- Review of Council Policies.
The Clerk circulated updated copies of the Council’s Risk Assessment Policy. Members agreed the Policy.
v- Street Lighting.
i- The Clerk reported that he had received correspondence from a resident requesting additional lighting columns be installed on Gatewen Road from its junction by Rhyd Broughton Veterinary Surgery and Gatewen Development. The Clerk would make enquiries with WCBC whether any additional lights would be the responsibility of the Community Council or WCBC and, if the responsibility of the Community Council, what the costs would be before making a decision.

ii- Following the presentation by Jones Lighting Members agreed to ask for them to carry out a survey and prepare their proposals for installing LED
856. COMMUNITY PROJECTS.
Councillor N Williams updated Members. Working Group/s to be set up.
857-BROUGHTON CEMETERY.
i- Relocation of the Spoil Heap –one quote had been received. Councillor Prince would chase up the other firms to see if they are going to submit Consider again at April Meeting. The situation is getting urgent as burial spaces are being used up.
ii- Cemetery Regulations- still waiting for installation of signs-Clerk to chase up.
iii- Health & Safety work-no reply to letter sent to stone mason (13thFebruary). Members concerned re implications. Council needs firm written commitment to undertake the work by its next Meeting otherwise alternative firms to be sought.
iv- The Clerk reported that invoices raised for burials up to the end of December had been paid.
858. CORRESPONDENCE.
The following items of correspondence had been received:
i- WCBC-Town & Community Council Forum-next meeting 22nd March at 4 .pm.-noted.
ii- Penycae Community Council-Meeting to discuss possible Community Council Consortia -19th March at 7 .pm.-at Gwersyllt Resource
iii- Auditor General for Wales -2016/17 Report-copy of Report received. Clerk to feed back any issues relating/ affecting Broughton.
iv- Independent Remuneration Panel –Annual Report 2018/19-Clerk to feedback implications for Broughton.
v- Local Democracy and Boundary Commission for Wales-Guidance for Principal Councils on the Review of Communities-Clerk to examine and highlight any issues.

859. MEMBERS QUESTIONS.
Councillor Davies raised the issue of parking problems by Bargain Booze and on to Chapel Road. Requested that consideration be given to make the grassed area in Chapel Road into car parking spaces. To be raised with local WCBC Councillor..
The Clerk informed Members that the next Meeting of the Council was on Wednesday 11th April at the Memorial Centre, Brynteg.
