The Chair welcomed members of the public to the Meeting.

860.  LED LIGHTING AND FINANCING. 

The Clerk updated Members.

Jones Lighting had contacted the Clerk and quoted a price of £3699 (+ VAT) to conduct the survey. Following discussions with the Chair and Vice-Chair Jones Lighting were instructed to carry out the survey. Members endorsed this decision

Mr Francis had given him a verbal update on 10th April. Survey had been completed and they were preparing a plan forward

861.  COMMUNITY POLICING / ANTI-SOCIAL BEHAVIOUR. 

Apologies had been received from the Police.

Statistics for March had been received and were circulated at the Meeting. These were in a new format. The Chair asked Members to raise any issues re the statistics with the Clerk so that he could feed them back to the Police.

A resident expressed concern that they had not received any feedback on what had previously been discussed. Also there had not been any sign of traffic monitoring.

Anti-social behaviour was starting to recur by the bowling green in Brynteg.

Councillor N Williams updated Members and residents following his Meeting with WCBC. Looking at renewing/ additional signs and road markings. Estimated cost of £1621-34 but WCBC had no cash available. The Council agreed to offer to pay for this work-providing it was carried out at this price. The Clerk would put this proposal to D Hesketh (WCBC) with a timescale of 12 weeks.

862. APOLOGIES FOR ABSENCE/PERSONAL MATTERS. 

Apologies for absence had been received from Councillors F Derbyshire, Mrs S Hughes, and R Jones.

863.  DECLARATIONS OF INTEREST. 

Councillors Miss N Davies, Mrs E Jones, Mrs B Roxburgh and Mrs S Williams declared an interest in Planning Application P/2018/0188 and took no part in the discussion on this item.

864.  MINUTES AND MATTERS ARISING. 

Resolved that the Minutes of the meeting held on 14th March, 2018, be agreed as a correct record .The minutes were duly signed by the Chair.

Matters Arising:

Page 469-Reference 850-no Meeting of Working Group had taken place, however, there was a Meeting scheduled in the Community House on Wednesday 18th April and as Councillors T Alan Edwards , Mrs B Roxburgh, N Williams, and Mrs S Williams were due to attend it was agreed that a discussion would take place at the end of that Meeting to discuss thoughts on addressing Anti-Social Behaviour.

Page 469-Reference 853-Community Agent-Funding confirmed. The Clerk also informed Members that from 27th April Robert Louden (WCBC) would be the contact for this issue.

Page 470-Reference 853-Outreach Workers-no further information from WCBC-see first item under 864 above.

Page 470-Reference 853-Councillor Davies –possibly considering a Summer Family Event..

Page 470-Reference 853-the Clerk confirmed that WCBC had confirmed that the work had been passed out to contractors- Clerk to press for the work to be carried out asap.

Page 470-Reference 853-Data Protection-update given.

Page 470-Reference 853-Councillor Mrs O’Donnell reported that there had been some slight improvement re the manhole cover –but still a problem..

Page 470-Reference 854-P/2018/0127-response sent.

Page 471-Reference 855-Request for additional lights on Gatewen Road-no response received from WCBC.

Page 472-Reference 858-Town & Community Council Forum-the Clerk provided feedback . Would provide Councillor Coop with contact details re Silent Soldier Initiative.

Page 472-Reference 858-Community Council Consortia-unable to attend Meeting-no feedback.

Page 472-Reference 858-Independent Remuneration Panel-the Clerk seeking clarification re what is mandatory and what is discretionary in the decisions.

Page 473-Reference 859-Councillor T Alan Edwards updated Members. The land suggested for car parking was HRA Land and as such it would be tenants who would ‘decide’ whether that is what they wanted it to be used for –in the past they had been against this suggestion.

865. PLANNING APPLICATIONS.

 The following Planning Applications had been received and were considered at the Meeting:

(Councillors Miss N Davies, Mrs E Jones, Mrs B Roxburgh and Mrs S Williams had ‘Declared an Interest’(see Item 863 above) and did not take part in the discussion on Application P/2018/0188-below).

P/2018/0188-Change of use of ground floor shop (Use Class A 1) to hot food take-away (Use Class A3) 23 Darby Road , Brynteg, Wrexham.
-concern re opening hours and parking.
-also worried re anti-social behaviour in the area

P/2018/0278-Change of use of part of former Castle Inn Public House to form residential dwelling-Former Castle Inn, Wrexham Road, Brynteg, Wrexham..

-Members concerned that property already being used for accommodation.
-lack of parking.

Other Planning Issues:

WCBC Local Development Plan (2013-2028)-Deposit consultation—9th April to 31st May-Drop in session 30th May at New Broughton Community Centre-4-8 .pm.

Councillor N Williams gave Members an update:
-various plots up for consideration in the area.
-encourage Members and residents to submit their views.
-he and Councillor T Alan Edwards were arranging a Residents Meeting at 6 .pm. on Tuesday 8th May-encourage Members and residents to attend.

866.  FINANCE.

Various financial items were considered:

i- Members agreed that the following payments be ratified/approved:

(a)-S Wilson-expenses – £186-90-Cheque number 201838

(b)-AVOW-Playschemes 1st quarter – £3481-50-Cheque number 201839

(c)-AVOW-April pay – £975-79-Cheque number 201840

(d)-WCBC-Community Centres – £1881-38-Cheque number 201841

(e)-Dee Valley Water-1st instalment – £124-12-Cheque number 201842

(f)-Wrexham Area Civic Society-membership – £25-00-Cheque number 201843

(g)-ICCM-membership. – £90-00-Cheque number 201844

(h)-Scottish Power-March – £1726-48-Cheque number 201845

(i)-WCBC-Repairs-Solvay Banks – £711-60-Cheque number 201846

 

ii- The Clerk reported that the 1st Precept payment for 2018/19 had been received from WCBC (£46,000).

iii- Request for Donations had been received from Black Lane School-Members noted that a payment of £200 had been made to Black Lane PTA-noted.

iv_ Internal Audit 2017/18 Accounts.
The Clerk reported that the Internal Auditor had asked that the Accounts be submitted for Audit on 17th May. The Council would consider the Accounts (prior to Audit) at the May Council Meeting-noted.

The Council were also informed that the Annual Return documentation had not yet been received from the Wales Audit Office via Grant Thornton.

v- Councillor N Williams gave an update on the School Road Safety Signs-approximate cost of £200 which the Council agreed to fund.

867.  COMMUNITY PROJECTS. 

Councillor N Williams updated Members.

With regards to Christmas Lighting he had discussed the issue with WCBC who had informed him that a pro-forma/questionnaire had to be submitted before lights could be attached/fitted to WCBC lighting columns.

To be discussed further at the Meeting on 18th April at the Community House.

868.  BROUGHTON CEMETERY. 

i- Relocation of the Spoil Heap –one quote had been received. Councillor Prince would chase up the other firms to see if they are going to submit quotes. The situation is getting urgent as burial spaces are being used The Clerk would ask for spoil heap to be emptied.

ii- Cemetery Regulations- signs installed.

iii- Health & Safety work-no reply from stone mason. Members concerned re possible implications. Council needs firm written commitment to undertake the work. Look for alternative firms to carry out the

iv- There had been a request to put artificial turf on a grave. Members were opposed to this. Members agreed that a Meeting of the Cemetery Working Party be arranged to consider Cemetery issues-especially ‘ornaments’ and other forms of decoration.

v- The Clerk informed Members that he had received correspondence from Gwersyllt Brass informing him that they would be unable to attend this years Remembrance Service-Members were requested to see if anyone else would be available.

869.  CORRESPONDENCE. 

The following items of correspondence had been received:

i- WCBC-Mayor’s Charity Evening-18th May-noted.

ii- Wrexham Civic Society-AGM 19th April at 7-15 .pm.-noted.

iii- WCBC-March Report from Kingdom-noted.

870.  MEMBERS QUESTIONS. 

None.

The Clerk informed Members that the next Meeting of the Council will be the Annual Meeting and will be Wednesday 9th May.
