25. REVIEW OF CLERK’S PROBATIONARY PERIOD
The Clerk left the meeting at this stage.
Councillors confirmed that the performance of the Clerk had been adequate and therefore agreed that the position be made permanent. The Clerk returned to the meeting.
26. COMMUNITY POLICING /ANTI-SOCIAL BEHAVIOUR ISSUES
No statistics had been received for June 2019. The following issues were raised :
- Cllrs Beverley Parry-Jones and Andrew Humphreys gave feedback on a meeting they had attended with Inspector Darren Whibberley in respect of the restructuring of policing delivery in the Wrexham Rural Area. Inspector Whibberley had said that there would be quarterly forums. Advertisements were currently out to recruit PCSOs to fill vacancies. The Inspector went on to say that they were developing more effective links with outside agencies. He was looking to move to a strategy of prevention rather than response.
It was agreed to invite Inspector Whibberley to a future meeting.

28. MINUTES OF MEETING HELD ON 12 JUNE 2019 / MATTERS ARISING
The minutes of the meeting were accepted as a true and accurate record.
Matters Arising
Page 2 Item 16 – Cemetery
The Clerk gave an update on the work being undertaken in relation to the Register. It was agreed to complete the work on Area D to ensure that the register is accurate going forward.
It was also agreed to remove the gate leading into the new section of the cemetery to make it more accessible to funeral cars.
Page 3 Item 20 – New Broughton Community Centre
The Clerk had been contacted by WCBC to ask when the keys would be returned. It was agreed to return them by the end of July 2019.
Page 3 Item 20 Street Lighting
The Clerk confirmed that three potential contractors had been contacted and had declared an interest in quoting for the LED conversion work. It was agreed that the Street Lighting Working Group would interview the contractors and then make a recommendation to Full Council. It was further agreed that the selection be made by a Quality Selection Process as opposed to a Formal Tender Process.
It was agreed to reconsider the replacement of the lamp on Clayton Road and two in New Broughton as part of this contract.
29. REMEMBRANCE SUNDAY
It was agreed that a Working Group comprising Cllrs. Phil Coop, Beverley Parry-Jones, Barbara Roxburgh, Sandra Williams, Nigel Williams, Andrew Humphreys and Andrew Lovett meet to discuss arrangements.
30. PLANNING APPLICATIONS
Planning Application P2019/0461 – 21 to 22 Weston Road, New Broughton
Councillors considered the above planning application. They expressed major concerns in relation to :
- The development as an HMO was completely out of keeping with the rest of the neighbourhood.
- It would lead to even greater congestion and safety issues in an area made up primarily of terraced properties, many of whom have no rear access.
- The parking outlined in the plans is completely inadequate for a dwelling of this type and size.
- Access to the parking is directly opposite a bus proprietor’s depot and near to a blind bend.
The Clerk would pass on these objections to the Planning Department.

The Clerk pointed out that a new bank mandate would be required, given the change of Clerk. Members agreed that the new mandate should be developed, with a requirement that all cheques should be signed by three signatories, comprising any two Members who were signatories on the mandate, plus the Clerk as the Responsible Finance Officer.
In addition, Members agreed to include on-line banking on the mandate, in order that the Clerk could examine balances, payments etc. without having to wait for bank statements to arrive. The Clerk would also make enquiries with the HSBC to find out how an online payment system could be developed.
32. PLAY
Inspection Report
The Clerk had circulated the Inspection Report prior to the meeting. He stated that whilst the report on the play equipment was positive, there were instances of “moderate risk” highlighted in the report. However, no costs in terms of remedial work had yet been received.
Vandalism at Brynteg Memorial Park Playground
The damaged fencing had been made safe, but as yet no costs for repairs had been received.
Southsea Play Area
The Clerk highlighted that there had been a lot of criticism on Social Media about the condition of the play area. The Clerk circulated photographs of the area. Whilst there were no major problems with the equipment itself, the area was overgrown with weeds. Cllr Nigel Williams had contacted WCBC who he felt should maintain the area, but the response had been that it was policy to not use weedkiller in play areas. In addition, the area had major drainage problems, making access even more difficult.
It was felt that consideration needed to be taken in the future as to whether it could be made more accessible, or, alternatively whether it was cost effective to maintain this particular play area in its current location.
33. CORRESPONDENCE
An email had been received from Robert Louden, WCBC, asking the Community Council to consider the appointment of a community agent, possibly in partnership with a neighbouring community council.
It was agreed to invite Mr. Louden to a future meeting
34. ANY OTHER BUSINESS
It was reported that more laughing gas canisters had been found at Darby Road.
The grass at the entrance to the footpath at Caego had still not been cut back. It had been reported for a second time.

35. DECLARATIONS OF PERSONAL INTEREST

36. REQUEST FROM PCSO RYAN JONES TO FUND A 5 SIDE SOCCER SESSIONS
A request had been received from the above to fund football sessions for local youths, once a week at Brymbo Enterprise Centre. This would be part of an Anti-Social Behaviour Strategy to reduce anti-social behaviour and vandalism.
The following points were raised :
- Such an initiative would assist in building the credibility of PCSO Ryan Jones, who was relatively new to the post
- It could be funded from the grant received relating to youth provision
- However, Members would not want it to impact on the work of other organisations such as Brymbo Lodge Football Club
- It should be open to both boys and girls and what age groups were being targetted
- Concerns as to whether local youths could access the proposed location
It was agreed to fund sessions until the end of September, at which point its impact could be assessed.
37. FIRE AT 16 ATLEA, NEW BROUGHTON
A house fire had taken place at the above address. Unfortunately, the family had no house insurance and had lost a large proportion of their possessions and were now homeless.
Members considered various ways to assist the family.
It was agreed that an amount of £1000 be deposited with Nightingale House , who in return, would provide the family with goods to that value. This provision was made as part of a community council’s statutory power to promote well-being to enable them to meet the needs of the community it serves.
The Clerk would make the appropriate arrangements.
38. PLANNING APPLICATION P/2019/0546
Details of a planning application for up to 450 dwellings, together with a retail development and a primary school on the former Brymbo Steelworks Site, had been received. Members had concerns about the amount of additional traffic and congestion through the Broughton community. In addition, Members felt that major road improvements were required, especially at the junction of Heritage Way and Ruthin Road.
39. REMEMBRANCE SUNDAY
The Working group agreed to meet on Monday, August 5th, at 6.30 pm at the Community House, Darby Road.
