15. FINAL ACCOUNTS 2018/19
The Internal Auditor (JDH Business Services) had completed their audit of the 2018/19 Accounts.
The Clerk, and former Clerk, Mr Steve Wilson, went through their Report.
Three items had been raised:
1- An invoice for March burials was due to be raised – invoice raised and paid in 2019/20
2- Website needs updating – agreed and ongoing.
3- Asset Valuation
a- the 2018/19 Valuation should be increased by £36,847 to reflect the cost of replacing columns – agreed.
b- The auditor queried the basis of the valuation of Assets suggested by Grant Thornton (the external auditor) in their 2017/18 Audit.
Members agreed that the Clerk and Chairman sign the Annual Return and that this, together with any additional paperwork, be forwarded to Grant Thornton.
Members also agreed that the Notice of Electors Rights be put on the Notice Board and the Council website.
Mr Wilson was thanked for all his work and left the meeting.
16. CEMETERY
The Chair welcomed Kevin Holmes, Cemetery Assistant, to the meeting.
The Clerk and Mr Holmes explained to Members that mistakes appear to have been made in relation to the numbering of graves, which dated back to 2013 or even earlier.
Members agreed to reimburse the Clerk for work carried out in relation to identifying the problem, as it dated back to a time before his appointment and pay additional monies for further work to rectify it.
A discussion then took place in relation to enforcing the current policy (which stated that only a headstone and plinth could be erected) about what could be placed on graves. There were numerous instances were additional objects had been placed on graves.
It was agreed that, given the scale of the issue it would be difficult to enforce on the current part of the cemetery (Section D). However, the policy would be reviewed and strictly enforced when the area currently being developed came into use.
Mr Holmes informed Members that bin collection had changed from a weekly to fortnightly collection.
Concerns were expressed as to delays in completing work in relation to the new area of the cemetery. It was agreed that the Clerk speak to the contractor to find out when it was anticipated to complete the work. It was further agreed that no further monies be paid until the work was completed and inspected.
Mr Holmes was thanked for his attendance and for his work.
17. COMMUNITY POLICING / ANTI SOCIAL BEHAVIOUR ISSUES
Councillors considered the stats report for May 2019 (the PCSOs were not able to attend).
• There was concern with the upturn in crime during the month. Councillors would monitor the position in the coming months
• It was confirmed that the CCTV on Rockwood Road was not operational.
• Councillor Nigel Williams and the Clerk gave an update on a recent break in at New Broughton Community Centre.
• Anti-social behaviour had been identified behind the shops and Community House on Darby Road.
18. APOLOGIES FOR ABSENCE
Apology for absence were received from Cllr. Derek Jarvis and Cllr Beverley Parry-Jones.
19. DECLARATIONS OF PERSONAL INTEREST
There were no declarations of personal interest.
20. MINUTES OF MEETING HELD ON 8 MAY 2019 / MATTERS ARISING
The minutes of the meeting were accepted as a true and accurate record.
Matters Arising
It was pointed out that Councillor Sandra Williams was present at the May meeting and that Councillor Nicola Davies, who was marked as present, was actually absent and had given apologies.
Page 2 – Brymbo Heritage / Brymbo Steelworks Site Liaison Groups– Do these groups still exist as Members do not appear to receive invitations to attend meetings ?
Page 3 – New Broughton Community Centre – The Indoor Bowling Club who used the Centre had found an alternative venue at Brymbo Sports and Social Club. They were to be given assistance in moving their equipment to the new location.
Page 3 – Victoria Road – The yellow lines had been removed but had not been repainted in the correct position.
In addition, it was stated that the barrier on the New Broughton roundabout had finally been repaired.
Page 4 – Street Lighting – A meeting of the Street Lighting Working Group had taken place. The Group recommended that 3 contractors be asked to submit quotes and interviewed. It was also recommended that the contract be awarded using a Quality Selection Process, where no formal contract is issued, instead the product and services are purchased by making a quality judgement.
The Council agreed to this approach.
Page 4 -Speed Bump – The speed bump outside Ysgol Penrhyn had still not been repaired.
21. PLANNING APPLICATIONS
Planning Application TPO / 2018 – Gatewen Village & Disused Railway Line, New Broughton.
This was noted.
Planning Application P/2019/0418 – Erection of Detached Dwelling and Associated Works at Plot Adjacent to Ty Gaffney, Bryn Isa Road, Brynteg, Wrexham. Whilst the Council did not have any objection to the planning application, Members did express concern about access issues to onto both Victoria Road and Chapel Road.

23. ROAD SIGNAGE
It was agreed that, for this financial year, the Council would focus on the speed signs, with two signs for each of the four wards, the cost likely to be in the region of £16,000.
It was further agreed that Cllrs Nigel Williams, Phil Coop, Beverley Parry-Jones and Fred Prince liaise with the other councillors in their wards to identify the most appropriate locations.
24. CORRESPONDENCE
(i) Offer to join Play Wales – Noted
(ii) Wrexham Rural Neighbourhood Police Forum at the New Police HQ in Llay on 4 July 2019 – Cllrs Andrew Humphreys and Barbara Roxburgh to attend.
(iii) Cost of new Lighting Column at Clayton Road, Pentre Broughton (£ 2040 + VAT) – It was decided not to replace at this time.
(iv) Replacement Swing Seat at Play Area at Solway Banks (£ 635.29) – Proceed
(v)Response from Martin Howarth (WCBC) regarding concerns about the condition of Brynteg Bowling Green – It was agreed that the current support arrangements be reviewed at the end of the season. In addition, the Bowling Club be given permission to install an irrigation system as long as there is no cost to the community council. Cllr. Nigel Williams will inform the Bowling Club.
(vi) Local Development Plan – Notice of Pre-Hearing Meeting at the Guildhall on 25 June 2019 – Cllrs. Nigel Williams and Alan Edwards to attend.
(vii) Caia Park Partnership – Quote for 8 week Youth Work Provision – Agreed. In addition, a review of the AVOW Projects to be undertaken to evaluate whether the Council are getting value for money. A representative of AVOW to be invited to a future meeting.
(viii) Community Agent Provision -It was agreed to invite Robert Louden (WCBC) to a future meeting.
(ix) Civic Sunday – Noted
(x) Donation Request – Brymbo Lodge FC – Agreed to donate £200 – Cllr Andrew Humphreys declared an interest and took no part in the debate.
