The Clerk reported that Mrs B Parry-Jones had completed the relevant documentation to undertake her role as a Community Councillor.
The Chair welcomed Mrs B Parry-Jones to her first Meeting following her co-option onto the Council.
The Chair also welcomed Tony Jones and Kevin Jones from the Brynteg Bowling Club. They raised a number of issues that the Bowling Club were facing:
i-the Club were now being asked to pay the utility bills for the pavilion
ii-issues with security around the green especially from the tennis court side. They had enquired about ‘surplus’ fencing that WCBC held in the Llay Depot but had their request rejected-Members agreed that the Clerk would contact WCBC re its availability.
iii-the Club were looking at installing a watering system (quoted cost of £8458 plus VAT)-the Council agreed that the Club should make enquiries re possible grants/ funding sources.
The Chair thanked the representatives of the Club for their attendance and they left the Meeting.
912. CHANGING ROOMS AT NEW BROUGHTON

913.COMMUNITY POLICING/ ANTI-SOCIAL BEHAVIOUR ISSUES
The Statistics for September had been circulated with the papers for the Meeting.

Anti Social Behaviour Members agreed the following:
– need to visit the Warehouse Project.
-Youth & Play Partnership-ask Nigel Davies for details
-also ask Brymbo for update on how their project is working and who attends.
914. APOLOGIES FOR ABSENCE/PERSONAL MATTERS.
Apologies for absence had been received from Councillors P Coops, Miss N Davies, F Derbyshire, T Alan Edwards and Mrs S Kearns.
The Clerk updated Members re his wife’s illness and also that he would have to keep his present role under review.
Councillor N Williams also updated Members
Members offered their support to both Councillor Williams and the Clerk.
Brynteg County Primary School-the Clerk reported that he had received a letter from the School asking for a nomination from the Community Council for the post of Community Governor-discussed by the Council. Difficulties due to several Councillors having work commitments and the Governor’s Meetings are held at the end of the school day.
915. DECLARATIONS OF INTEREST.

916. MINUTES AND MATTERS ARISING.
Resolved that the Minute of the meeting held on 12th September, 2018 be confirmed and signed as a correct record .The minutes were duly signed by the Chair.

Page 492-Reference 901-Paul Tincello and Gary Brown had agreed to attend the November Community Council Meeting to update the Council on projects included in Roots to Shoots.
Page 493-Reference 902-Cold Calling-residents information ‘event’-outstanding.
Page 494-Reference 905-Forge Road-Councillor N Williams gave an update-WCBC do not have any funds available.
Page 494-Reference 905-LED Lighting-the Clerk gave an update-chase up report from Jones Lighting.
Page 494-Reference 906-P/2018/0674-Council response to application had been submitted.
Page 496-Reference 907-Donation request-Southsea Church-waiting for request from Pentre Broughton Church.
Page 496-Reference 908-Memorial Garden-Councillor Mrs Williams told the Council that the Cadet Group had offered support to help set up and maintain this.

Page 496-Reference 908-Councillor N Williams reported that he had held an Environmental Day in his Ward which had been attended by over 100 people.
Page 498-Reference 911-Playschemes –the Clerk reported that AVOW would be providing feedback at the November Council Meeting.
917. PLANNING APPLICATIONS.
The following Planning Application had been received and was considered by the Meeting:
P/21018/0814-Aplication for variation of condition No.3 imposed under Planning Permission P/2016/0411 to vary design-Land off Quarry Road and New Road, Brynteg, Wrexham.

Notification of Tree Preservation Order. WCBC (Community of Broughton)- TPO 288/2018-Gatewen Village and Disused Railway Line, New Broughton, Wrexham

918. FINANCE.
Various financial items were considered:
i- 2017/18 Final Accounts Report.
The Clerk updated Members.
The Annual Return had been returned from Grant Thornton following their audit.
The Auditor had issued a ‘Qualified Audit Report’ due to:
i- Notice of Appointment of Date for the Exercise of Elector’s Rights was advertised for 13 days before the inspection period rather than the 14 days specified in the Accounts and Audit (Wales) Regulations 2014
ii- Also they noted that the Notice of Appointment of Date for the Exercise of Elector’s Rights commenced on 4th June before the Council approved the Accounting Statements, etc on 13th Regulation stipulates that any rights of objection, inspection and questioning of the external auditor may only be exercised within a single period of 20 working days. However, due to the approval of the Council occurring after the commencement date, the Council has not met the requirements of the Regulations. The Auditor feels that the response to Assertion 4 should be changed from ‘Yes’ to ‘No’

per the Annual Governance Statement on the Annual Return-Members agreed and the Return was amended and countersigned by the Chairman and RFO (the Clerk).
The Auditor also drew attention to the level of Council Balances and the valuation of Assets
-Members noted that the Council was already committed to work to extend the Cemetery and relocate the spoil heap; plus approval had been given to the replacement of in excess of 30 street lighting columns

919.COMMUNITY PROJECTS (INCLUDING THE FUTURE OF NEW BROUGHTON COMMUNITY CENTRE).
Councillor N Williams gave an update re Christmas Lights-leave until next year
The Clerk reported that he had received a letter from WCBC asking for an update on New Broughton Community Centre- Members agreed that the Council should make a final decision as to its future by the end of December
The Clerk reported that he had received a letter of thanks from Brynteg School for the bulbs and how much the children had enjoyed planting them.
920-BROUGHTON CEMETERY.
i- Cemetery Contract-work commenced 8th October
ii- Health & Safety-further letter sent to stonemason.
iii- The Clerk reported that he had received a request for a ‘memorial’ to be put on a grave in the ‘older’ part of the Cemetery-Members asked the Clerk to obtain further details.
iv- Fencing panels-a number of panels are being taken out of the existing fence as part of the development work in the Cemetery (see i above)-Members decided to keep this under review and decide what to do with any ‘surplus’ panels.
v- Cars driving into the Cemetery-need to install relevant
921. CORRESPONDENCE.
The following items of correspondence had been received:
a- Independent Remuneration Panel-proposals for 2019/20-the Clerk will obtain further details and any implications for Town & Community
b- Royal Mail-poster re scam mail-noted.
c- Boundary Commission-Review of the Electoral Arrangements for the County Borough of Wrexham-responses by 7th January-noted.

922. MEMBERS QUESTIONS.
The Chairman raised the issue of branches overhanging the highway near New Broughton Community Centre.-the Clerk would follow this up.
The Clerk reminded Members that the next Meeting of the Community Council would be on Wednesday 14th November at the Community Centre, New Broughton.
