The Chair thanked fellow councillors for their support during his year as Chair. He also thanked Steve Wilson, former Clerk to the Council and Karen Edwards, former Administrative Assistant, for their advice and support and all those who had supported various events during the year. 

1. APPOINTMENT OF CHAIR 

Councillor A. Humphreys was appointed as Chair for the coming year. He thanked councillors for their support. He also thanked Councillor G. Davies for his hard work during the past year.

2. APPOINTMENT OF VICE CHAIR

Councillor P. Coops was appointed as Vice Chair.

3. CHAIR’S ALLOWANCE

 It was resolved that the Chair be paid an allowance of £200 for the coming year.

4. INDEPENDENT REMUNERATION PANEL FOR WALES

The Clerk at this stage informed councillors that the Independent Remuneration Panel for Wales, in its Annual Report for 2019/20, had determined that community councillors could, if they so desired, receive a payment of £150 as a contribution to costs and expenses. It was agreed that this is a decision for each individual councillor.

The Clerk would contact each councillor confidentially to find out those councillors who wished to accept the payment and those who wished to decline the payment.

5. DATES, TIMES AND VENUES OF MEETINGS 2019/20

 The Clerk had circulated a proposed list at a previous meeting. These details were agreed.

7. APOLOGIES FOR ABSENCE

 Apologies for absence were received from Councillors E. Jones, L. O’Donnell, F. Derbyshire and S. Hughes.

8. COMMUNITY POLICING / ANTI SOCIAL BEHAVIOUR

 The Clerk circulated the figures for April 2019.

  • Councillors felt that many of the litter issues, particularly in the Darby Road, were being caused by adults.
  • Issues had been identified at Brynteg Bowling Green, but there was no sign of visible damage. The incidents had been reported via the 101 phone number. Extra police patrols had been promised.
  • Members felt that there appeared to be a contradiction in the statement regarding the changes to PCSO rotas. Clarification would be sought when the PCSOs next attended a community council meeting.
  • There had been reports of potential drug use / supply in the area. Cllr. A Edwards stated that he would inform the police.

9. DECLARATIONS OF PERSONAL INTEREST

There were no declarations of personal interest.

10. MINUTES OF MEETING HELD ON 13 APRIL 2019 / MATTERS ARISING

The minutes of the meeting were accepted as a true and accurate record.

Matters Arising

Page 533 – New Broughton Community Centre -The Clerk informed Members that Wrexham County Borough Council had agreed that equipment within the community centre could be acquired by the community council. However it was agreed to wait until Cllr N, Williams had met with the groups currently using the centre.

Page 533 – Victoria Road – The yellow lines had been removed but had not been repainted in the correct position.

In addition, it was stated that the barrier on the New Broughton roundabout had finally been repaired.

Page 533 -Bowling Green Payment – It was clarified that the payment included costs relating to play equipment repairs and maintenance.

Page 533 – Race Night – Cllr G. Davies said that this had been an enjoyable night.

Page 534 – Street Lighting Payments -It was clarified that payments relate to both repairs and replacements.

Matters Arising (Cont.)

Page 535 – Street Lighting – A meeting of the working group had been provisionally arranged for Friday 31 May. Members of the Group asked whether it could take place as early as possible that day.

A Member queried whether the current street lighting replacement programme had been put on hold pending the LED Lighting Project. He was informed that it hadn’t.

Page 535 – Forge Road Surgery – Cllrs N. Williams and A. Edwards had attended a meeting re. the above. It was to be run by a Community Interest Company. They can apply for grants to develop the complex into a community hub as well as providing a comprehensive medical service.

Page 536 – Speed Bump – The speed bump outside Ysgol Penrhyn had not yet been repaired.

Page 536 – Road Signs – Quotes had been received in the region of £350 – £400.

Page 36 – Illuminated Speed Signs – Signs similar to the one on Moss Valley Road cost in the region of £2000

It was agreed to schedule a discussion regarding road signs at the next meeting.

2018/19 Final Accounts             

Copies of the 2018/19 Final Accounts Report including supporting notes were circulated. Particular attention was highlighted in terms of the level of balances and commitments to current and future projects.

Members agreed that the report be approved and submitted to JDH Business Services, the Council’s Internal Auditors.

A revised version of the Council’s Financial Regulations was circulated. Members agreed the changes to the Regulations.

13. COMMUNITY PROJECTS

A Fun Evening was to take place at the Memorial Hall, Brynteg on Friday 21 June.

A Tea Dance was to be arranged in September.

14. COUNCIL VACANCY

The Clerk informed Members that one written application had been received and the Clerk read out the letter.

It was agreed that Mr. Andrew Neal Lovett be co-opted to represent the Brynteg Ward.
