 74. APOLOGIES FOR ABSENCE

 75. DECLARATION OF PERSONAL INTEREST

None

76. SECURITY CAMERAS – SOLWAY BANKS / DARBY ROAD

A site meeting had taken place on Friday 29 November 2019, involving NW Police, WCBC

Officers, the Clerk and Community Council Members. The main purpose of the meeting was to consider options re. the installation of CCTV cameras at both sites. The Clerk had obtained four quotes which were considered by Members.

Members agreed to the quote from Wrexham County Borough Council.  Whilst it was not the cheapest it had particular advantages in so much that the cameras would be constantly monitored by a dedicated team at WCBC, which should lead to quicker responses to incidents.

77. COMMUNITY HOUSE CCTV SYSTEM

In addition, Members felt that additional cameras installed at the Community House on Darby Road would assist in identifying /reducing vandalism / anti-social behaviour in that area. However, it would require an upgrade on the current system. Members agreed that they would look favourably on making a grant to Community House to upgrade the system if such an application was received.

78. BRYNTEG BOWLING CLUB – FENCING 

Members were informed of continuing vandalism at the above. The main problem appeared to be that the fencing adjacent to the tennis courts was damaged, giving access to the bowling green and pavilion.

Previously quotes in the region of £9000 had been received to replace the fencing, which were felt to be prohibitive.

However, the Bowling Club had notified Members that they could procure sufficient lengths of suitable fencing, which they would erect, subject to permission from the community council.

Members agreed that they would fund the project up to a figure of £500 if they received a formal request for a donation from the Bowling Club.

79. PLANNING APPLICATION P/2019/0811 -Two Storey Rear and First Floor Extension –  Stansfield, Berse Road, Caego

 Members agreed to support the application.

80. PLANNING APPLICATION P/2019/0872 – Construction of 5 Bed Detached House -13 Moss Hill, Moss, Wrexham

The Clerk informed Members that he had received details of this application since the agenda was dispatched. Members agreed to consider the application.

Members agreed to oppose the application on the grounds of access and oversized for the plot.

The Clerk agreed to notify WCBC of member observations’

The Chair welcomed Cllr. Sue Roscoe to her first meeting as councillor for the Bryn Cefn Ward.

81. APOLOGIES FOR ABSENCE

Apologies were received from Cllr. F Derbyshire. His apology was accepted.

82. WEBSITE DESIGN

The Clerk informed Members that Mr. Gary Edwards was unable to attend the meeting due to illness. He will provide a guidance note relating to the website, email address access etc. in the New Year.

83. DECLARATION OF PERSONAL INTEREST

84. MINUTES OF THE MEETING HELD ON 13 NOVEMBER 2019 / MATTERS ARISING

Members accepted the minutes as a true and accurate record.

Page 1 Item 66 (Lodge Community Centre)

The Clerk informed Members  that Paul Tincello had received an email from Denise Garland, WMBC, informing him that the no lease could be considered for use of the above until further inspections had been undertaken.

Page2 Item 68 (Vandalism at Solway Banks Skate Park)

The Clerk confirmed that Sgt. Kate Davies attended a site meeting on 29 November, but Inspector Whibberley did not.

Page 5 Item 73 (Welcome to Broughton Road Sign)

The sign had kindly been cleaned free of charge by a local cleaning company.

85. MINUTES OF THE MEETING HELD ON 3 DECEMBER 2019 / MATTERS ARISING

Members accepted the minutes as a true and accurate record.

 86. REVIEW OF PROCESS FOR APPOINMENT /C0-OPTION OF COUNCILLORS

Whilst it was accepted that the legislative process had been followed concern had been expressed as to how councillors had considered the applications at the meeting itself, as they had been considered as part of the correspondence agenda item and not as a specific agenda item in itself.

Councillors also expressed  concern that details relating to the successful candidate had been posted on social media before the Clerk had had time to speak to the unsuccessful candidates.

Agreed :

  1. Consideration of applicants for future vacancies should be highlighted as a specific item on the appropriate meeting agenda.
  2. Copies of all candidates’ applications to be circulated to councillors in advance of the meeting.

 87. FINANCE

 The Clerk, in his role as Responsible Finance Officer, submitted a budget report for  2019/20 to assist Members in setting to set an appropriate precept for 2020/21. He also reminded members of the Budget Monitoring Report that had been considered at the November meeting.

He highlighted the fact that, despite expenditure on projects such as the cemetery extension, it was still projected that the balances available to the Council would be in the region of £200,000.

Members considered the report.

  1. That the precept for 2020/21 be set at a figure of £ 145, 500.

89. PLANNING APPLICATIONS

Members considered the following planning application :

Planning Application P/2019/0872 -13 Moss Hill, Moss, Wrexham

This application had been previously considered at the meeting on 3 December 2019. However more detailed plans had now been received. Members agreed to stick to their original decision to object to the development.

89. COMMUNITY POLICING / ANTI-SOCIAL BEHAVIOUR

 Members considered the statistics for November 2019.The following comments / observation was made :

  • The community council were still getting reports re. crime/vandalism relating to New Broughton Community centre despite the fact that it had been handed back to WMBC and was therefore no longer the responsibility of the community council.

90. CORRESPONDENCE / EMAILS

(i) An email from Broughton History Group to inform the Council that it had regretfully informed the Brymbo Heritage Trust that  Miners’ Wheel Project had been put on hold for  the foreseeable future. – Noted.

(ii) Notification from the Welsh Government that the appropriate sum for the purpose of Section 137(4) of the local Government Act 1972 be set at £8.32 per elector for 2020/21 – Noted.

(iii) Letter from WCBC that the Tax Base for Broughton is 2828 – Noted.

(iv) Email from Coedpoeth United confirming that they will continue to use New Broughton Recreation Ground for the foreseeable future and suggested  a future meeting once the arrangements regarding ownership of the site is finalised.

(v) Request from Black Lane School Council  and PTA for a  donation towards the funding to develop outdoor learning at the school. Members agreed to a donation of £500.

(vi) Letter from Family Friends requesting a donation – Noted.

(vii) Email from Craig Youens, WMBC, re. the withdrawal of funding by Broughton Community Council for bowling green maintenance- Noted.

(viii) Email from Minera Community Council, asking whether concrete bench ends at Pentre Broughton Cemetery were surplus to requirements. It was agreed that  the Cemetery Working Group consider the request when they next have a site visit.

(ix) An email from Community House requesting a donation to upgrade its security camera system. Members felt that this upgrade would contribute significantly to its anti-social behaviour strategy, particularly in relation to the Darby Road area.

It was agreed to donate the cost of £750 +  VAT.

(x) Letter from WCBC requesting that the community council consider a contribution to the cost of the Brynteg Library Service and Mobile Library Service. Members felt that, given the potential costs in relation to upgrading street lighting, installation of speed cameras and CCTV etc., it was not in a position to contribute to the cost at the present time. The Clerk would notify WCBC accordingly.
