The Chair welcomed Cllr. Lisa Speed to her first meeting.

 

  1. APOLOGIES FOR ABSENCE

No apologies for absence had been received.

  1. DECLARATIONS OF PERSONAL INTEREST

None.

  1. VACANCY – BRYN CEFN WARD

The Clerk informed Members that two applications had been received.

Cllr. Speed declared a personal and prejudicial interest as one the applicants was her partner. She then left the meeting.

It was agreed that Mrs. Angela Hughes be appointed.

 

  1. PCSO REPORT

The report had been circulated to Members prior to the meeting.

A number of comments were made :

  • A Member stated that the owner of a local business which had been impacted by anti-social behaviour had not received an apology, contrary to what the PCSO had said at a previous meeting.
  • The Clerk passed on an update from the PCSO relating to incidents which had occurred in New Broughton the previous weekend. An update was also given by a Member relating to these incidents.
  • Additional PCSOs had been appointed in Brymbo and Coedpoeth.
  • There was no mention in the report of the road accident fatalities which had occurred in New Broughton.

It was agreed that the recently appointed Police Inspector be requested to attend a future meeting.

 

COMMUNITY AGENT

The Chair welcomed Claire Partridge, Broughton’s community agent, to the meeting.

  • An update was given on the remaining funds available following the closure of Community House on Darby Road, Brynteg. One of the trustees informed Members that grants had been given to a number of local organisations, including the Brownies / Guides, Scouts, Friends of Moss Valley and the Saturday Lego Club. Further funds are available for use by the community agent for initiatives within the community.
  • The Community Agent informed Members about the Reminiscence Group which is held on Friday. Attendance by both men and women is increasing.
  • The Community Agent also raised the issue of using facilities at Valley Court.
  • The issue of loneliness amongst older people was raised. One possible solution was the potential use of social media.
  • A Member stated that it is important that the community council supports older people, not just youths.

Ms. Partridge was thanked for her attendance and ongoing work.

The minutes were accepted as a true and accurate record.

Matters Arising  

Bellway Homes

The Clerk informed Members that he had emailed both the Head of Planning and Head of Environment as requested. He read out their responses. Members were informed that a site meeting with the developers was due to take place the following week and the local County Borough Council would inform the Clerk in order that he can invite the Chair and New Broughton community council members to the meeting.

Members were also reassured that no trees protected by a Tree Preservation Order had been cut down.

Page 3 -Bus Shelter

A Member reminded other Members that she had requested a bus shelter for High Street, Pentre Broughton and asked Members to reconsider the issue. However some Members felt that it could be setting a precedent and that all communities need to be treated equally.

The Clerk would make enquiries about available options and costs.

It was agreed that this issue be scheduled for further discussion at a future meeting.

 

Page 3 -Speed Sign, Southsea Road

A Member expressed concern about the amount of time the above sign had been out of action.

The Clerk informed Members that he had repeatedly attempted to contact the company by both email and phone without success. He would continue to do so.

Page 6 – Chair’s Chain of Office

The Clerk informed Members that he had attempted to contact a number of businesses, both locally and nationally, but only one could offer what the community council required and the cost would be approaching £1000.

Members agreed that this was not good use of community council monies and instead agreed to purchase a new ribbon at a cost of £50.

The Clerk suggested that a Role of Honour of past Chairs be created on the community council website.

  1. CORRESPONDENCE.
  • Invitation to attend VE Day Church Service and Parade , 8 May 2025.
  • Invitation to attend a community agents’ meeting on 28 May 2025 at 10am at Crown Buildings, Wrexham – S. Williams MBE and E. Jones to attend.
  • One Voice Wales membership 2025/26 – Agreed.
  • A request from a resident to transfer ownership of a small strip of land at Broughton Cemetery, adjacent to her property. The Clerk reminded Members that they had given permission for a similar request a couple of months previously

Members agreed to the request on the condition that any legal costs are met by the resident and no cost whatsoever will be incurred by the community council.

  • Information from the Street Lighting Consortia that there is an intention to “test the market” by reletting the contract. –
  • An email from AVOW informing the community council that there will an increase of the payroll fee of 50p per person from 1 April 2025. –
  • An email from TUS, an energy comparison company that a new two year fixed tariff from street lighting energy costs was available from 1 April 2026, which projected a saving of £4,216.94 per annum compared to existing rates.

Members agreed the proposal and authorised the Clerk to process it.

 

  1. MEMBER REPORTS
  • Confusion who owns a piece of land at Castletown Road, Pentre Broughton where trees may endanger a nearby property.

The Clerk and the local County Borough Council would make enquiries.

  • A Member had previously raised the issue about a replacement bench on New Broughton Recreation Ground.

It was agreed to consider this issue again at a future meeting.

  • A query as to when the agreed work at the Southsea Play Area would be undertaken. The Clerk would chase it up.
  • A VE Day celebration has been arranged at the Memorial Hall on Saturday 10 May
  • A VJ Day celebration will be held in Southsea in August 2025.
