17  DECLARATIONS OF PERSONAL INTEREST

None.

  1. PCSO REPORT

The Chair welcomed PC Rhys Roberts, Community Beat Manager, to the meeting.

PC Roberts introduced himself and outlined his role.

The PCSO report had been circulated to Members prior to the meeting.

A number of comments were made :

  • The social media updates were welcome.
  • PC Roberts stated that police were trying to be more visible.
  • Parking at Ysgol Penrhyn, New Broughton was being monitored. Members pointed out that similar problems existed at Black Lane School. Warning notices would initially be issued and the drivers spoken to.
  • Parking opposite junctions on double yellow lines was also a problem, particularly at the junction of High Street and Bryn y Gaer Road and on Cappers Hill.
  • Speeding vehicles on a Wrexham Road, particularly near a blind spot.
  • Noisy car exhausts were also an issue.
  • PC Roberts stated that the Police were aware of problems with electric bikes but the policy was not to pursue the culprits. The use of a speed gun was suggested. One had been supplied to the PCSOs in 2021.
  • Were such incidents involving these bikes recorded as anti-social behaviour ? PC Roberts said yes, but would be recorded as a Road Traffic Accident where one was involved in an accident.
  • There were plans for increased patrols, especially with the school holidays approaching.
  • Parking on Chapel Road and Weston Road, New Broughton was an issue.
  • The Police were meeting and talking to youngsters.

PC Roberts was thanked for his attendance.

 

  1. MINUTES OF THE MEETING HELD ON 18 MAY 2025

Cllr N. Davies pointed out that she had given her apologies.

In addition Cllrs. J. Pettigrew and J. Williams had stated that they wished to serve on the Street Lighting Group.

The Clerk stated that he would amend the minutes

Other than those points the minutes were accepted as a true and accurate record.

 

Matters Arising  

 

Page 3 – Valley Court

Cllr. Parry-Jones stated that the advice from the Fire Service was that scooters and batteries should be stored with the residents’ flats.

Page 3 – Bus Shelter

It was agreed that this issue be scheduled as a formal agenda item at the July meeting.

 

Page 3 -Speed Sign, Southsea Road

It was agreed that this issue be scheduled as a formal agenda item at the July meeting.

 

Page 3 – Chair’s Chain of Office

The new ribbon had now been received.

Page 4 – New Broughton Recreation Ground Bench

The Clerk stated that this had been ordered.

  1. CORRESPONDENCE.
  • Transfer of Land at Broughton Cemetery – A letter had been received GMA Solicitors informing the community council that they would need legal representation . The community council had agreed the transfer on the basis that there would be no cost to the council.

The Clerk was requested to contact Mrs. Valentine to inform her that , if she wished to proceed, she would be required to meet the community council’s legal costs as well as her own.

  • Invitation to attend the Mayor’s Civic Visit to St Giles Church on 6 July 2025. – It was agreed that the Chair and his wife attend.
  • Letter from St Giles Church Flowerfest a donation – Noted.
  • Email from One Voice Wales requesting nominations to serve on Area Committees – Noted.
  • Email from Carla Hinde explaining why the cost of repairing the spinning dish at Poolmouth Play Area is so high.
  • Email from Lowri Jones, PCSO requesting funding for bike marking –It was agreed to donate £50.
  1. MEMBER REPORTS
  • Community House has handed over £6000 to be used by the community agent. A further £600 to be used by AVOW for young people projects.
  • Letter to be sent to the family of Andrew Forrester, former Postmaster at Pentre Broughton Post office who has sadly passed away.
  • Discussion to keep the Post Office open are ongoing.
  • A quote to be obtained for fencing around the Brynteg Play Area.
  • The Youth Service has started the detached work on a Monday from 6pm to 8pm.

  1. INTERNAL AUDITOR REPORT / ANNUAL RETURN

The Clerk distributed the Internal Auditor’s report to Members, together with an Action Plan to address the recommendations, a copy of the 2024-25 Accounting Statement and Annual Governance Statement.

The Clerk reminded Members that the accounts were now prepared on an Income and Expenditure basis. Upon receipt of the report the Clerk had amended the Annual Return to take account of the Internal Auditor’s recommendations and suggested submitting both versions to Audit Wales as evidence that the community council had taken on board the Internal Auditor’s recommendations.

In addition there was a recommendation was that the community council consider the purchase of a bespoke accounting package, similar to that used by  many councils, which would assist in increased  clarity and transparency.

Members agreed the report and Action Plan.

In addition they requested that the Clerk evaluate potential accounting systems and report back to the next meeting.
