  1. APOLOGIES FOR ABSENCE / DECLARATIONS OF PERSONAL INTEREST

Apologies were received from  Cllrs A. Edwards, E. Jones, K. Robinson, C. Williams, N. Williams and S Williams MBE. All apologies were accepted.

Cllr. B. Parry- Jones declared a personal and prejudicial interest relation to agenda item 12. – letter from Allington Hughes, Solicitors.

  1. PCSO REPORT

Unfortunately the PCSO was unable to attend the meeting.

The report was noted.

  1. YOUTH PROVISION

The Clerk reminded Members of an email from the Wrexham Council Youth Provision Service offering a container to be located at Solway Banks.

It was suggested that the container might be placed where the current football club container is, with the football club container being relocated.

The Clerk was asked to contact Brymbo Lodge Football Club for its views.

Matters Arising

Page 1 – Chair’s Allowance

The Clerk informed Members that the allowance had been paid. 

Page 2 – Cemetery

A number of Members expressed concern about the state of the cemetery, particularly in relation to the areas where the grass that had turned brown after weedkiller had been applied and did not appear to be growing back, despite assurances from the contractor that this would happen.

The Chair would contact the contractors to request that they make good these areas.

It was suggested that these areas be reseeded in the autumn.

Quotes had been received to cut the cemetery hedge.

It was agreed to accept the quote from P. Goodwin at a cost of £200.

Page 2 – National Eisteddfod

The Clerk informed Members that he had not received any further information regarding other community councils contributing to the National Eisteddfod.

Page 2 – Trade Waste

No further information had been received.

Page 2 – New Broughton Roundabout

Members were informed that the road markings were to be redone.

It was also noted that the two most recent traffic accidents at this location had not been reported to the Police and therefore not included in the PCSO report.

Page 2 -Southsea Play Area

The Clerk was requested to obtain quotes for the creation of a footpath at the site.

Page 2 – Road Sweeper

It was agreed that personal donations towards a gift could be donated at the next meeting.

Page 2 – Defibrillators

The Clerk informed Members that the defibrillator had been installed at Gatewen Village.

It was agreed that the Clerk liaise with Cllr. B. Parry-Jones to identify a suitable location for a defibrillator in Lodge, to be post mounted.

Page 2 -Village Signs

The Clerk informed Members that he had so far only received one quote.

It was agreed to seek more quotes before a decision is made.

Page 3 – D-Day Celebrations

The Clerk informed Members that he had received a thank you letter for the donation.

Internal Auditor Report / Accounting Statement

The Clerk distributed the Internal Auditor’s report to Members, together with an Action Plan to address the recommendations, a copy of the 2023-24 Accounting Statement and Annual Governance Statement.

Members agreed the report and Action Plan.

All issues relating to projects were discussed under matters arising.

Appeal Decision – 27 Wrexham Road, Brynteg LL11 6HP – Noted.

  • Ty Gaffney, Brynissa Road, LL11 6NS – Front and side extension.
  • P/ 2024 /0327 – Amended plans -Y Gilfach , Pisgah Hill, Pentre Broughton,  LL11 6DB –
  • 35 Broughton Road, Lodge, LL11 5NG – Retrospective planning application for side outbuilding –

The Clerk informed Members that he had requested and been granted an extension of time in order that it can be discussed in more detail at the July       2024 meeting.

  1. CORRESPONDENCE
  • An email from Bellway Homes via Wrexham CBC requesting permission to remove a community council lamp column in order to install a footpath as part of a new housing development.

Members requested the Clerk to request more information, in particular        whether they would reinstate the column at a location of the community            council’s choosing, at no cost to the community council.

  • A request by a resident to remove and relocate a speed sign from outside her property.

            It was agreed that the speed sign should remain at its current location          and the resident informed.

  • An email from Pentre Broughton Bowling Club to remove a hedge.

It was agreed that the Clerk ask what the Bowling Club would replace it         with.

 

  1. MEMBER REPORTS
  • A request from Coedpoeth Football Club to discuss the feasibility of a lease on New Broughton Recreation Ground.

It was agreed to invite a representative to a future meeting.

  • A query as to what exactly the Housing Caretaker, employed by Wrexham CBC, is responsible for in relation to Housing Revenue Account land.
  • A Clean Up Day to take place in New Broughton on 30 June 2024.

 

  1. PART II CONFIDENTIAL ITEMS
  • Additional Street Lighting Quotations

            It was agreed that the Street Lighting Working Group meet to discuss the     quotes in more detail.

  • Cemetery Headstone Repairs

The Clerk informed Members that he has received three quotes.

It was agreed to accept the lowest quote, subject to the production  of             appropriate public and products liability insurance and an acceptable            start             date.

            Letter from Allington Hughes, Solicitors

Members considered the content of the letter.

It was agreed that the Clerk send an appropriate response, based on Member comments.
