  1. DECLARATIONS OF PERSONAL INTEREST

There were no declarations of personal interest.

  1. MINUTES OF MEETING 10 MARCH 2021

The minutes were accepted as a true and accurate record.

Matters arising :

Page 1(vi) – Cemetery – A Member raised concerns about grave diggers driving over graves and soil being piled up on adjacent graves, especially when they were re-opening existing graves. The Clerk said that he had spoken to the funeral director concerned to ensure that any damage e.g. tyre tracks etc was rectified.

A Member raised the issue of grass on graves following grasscutting and, in one particular instance, a glass ornament being broken. The Clerk stated that, in terms of the grass, it was unavoidable when using a blower to clear paths to keep them safe. In terms of the glass ornament the Council policy clearly states that such ornaments were not allowed for health and safety reasons.

The Clerk informed Members of a second quote he had received for the provision of a spoil heap at the cemetery.

Agreed : That the second, lower quote be accepted. 

Concerns were raised about the way an area of land at the cemetery had been left by a previous contractor.

The Clerk was asked to obtain quotes to level and tidy up the area.

Agreed : That the Cemetery Working Group meet on Tuesday 20 April 2021 at 10 am. 

Page 4(ii) – Southsea Play Area – Members were informed that Wrexham County Borough Council was to undertake work to try and alleviate the current drainage problems.

A suggestion had been made as to whether the gate should be locked to prevent car getting into the park. However it would require a piece of fencing to be taken down and possibly an extension to the current pathway to allow pedestrian access.

The Clerk was asked to get a quote for such work.

Page 4 (iii) – Parking Issues (Holborn Crescent) – Members were informed that police were aware of the problems.

It was highlighted that similar issues existed at a site in Pentre Broughton.

Page 4 (iv) -Southsea Road Caravan Site – Members were informed that a site meeting had taken place the previous week involving a number of agencies and local councillors.

It was suggested that consideration be given to installing CCTV cameras to monitor the situation.

Agreed – To consider the issue in more detail in a future meeting

Page 4 (v) – Defibrillators – A member of the working group updated Members on research so far.

Agreed – That Council agrees that a budget of up to £ 2,000 be set aside for the purchase of a defibrillator and delegates authority to the Defibrillator Working Group to progress the purchase, location and installation of the device.

The Working Group to meet on Monday 26 April 2021.

  1. MINUTES OF MEETING 17 MARCH 2021

The minutes were accepted as a true and accurate record.

There were no matters arising. 

  1. FINANCE

The Clerk presented details of income and expenditure for  March 2021. Members agreed the details. A question was asked about the amount of £3,514.62. The Clerk explained that this was the total cost of the planters, including VAT, for the Brynteg and Bryn Cefn Wards.

The Clerk’s expenses for the period November 2020 to March 2021 were accepted.

  1. PLANNING APPLICATIONS

P/2021/0258 – 63 Bryn Hedd, Southsea – The local County Borough Council Member explained that it was being funded from his allocated Environmental Budget.

Members supported the application.

P/2020/0561 – Disused Access Road, Oakfield Court, New Broughton

Members had no comments to make.

  1. REVIEW OF COUNCIL’S STANDING ORDERS

The Clerk explained that a request had been made  the last meeting to update the Standing Orders, in particular the clarify the process in relation to the Ward Environmental Budgets.

Members agreed the revised version. 

  1. CORRESPONDENCE

(i) Details of the timescales and process for both the completion of the 2019/20  Audit of Accounts and  the 2020/21 year – Noted.

(ii) Request for a donation from Wrexham Gymnastics Club – Noted

(iii) Email from Brynteg Village Church – The Clerk explained that he had spoken to the author of the letter t attempt to clarify exactly what he wanted, as the email was unclear. He appeared to think that the community council had a contractor who could assist with repairs to the church roof. The Clerk had explained to him that this was not the case.

– Noted.

(iv) Email from Wrexham CBC notifying the community council that the payphone telephone box on Windsor Road, New Broughton was to be decommissioned and any views to be sent to them before 6 July 2021 – Noted.

(v) An email sent to one of the councillors from Pentre Broughton Bowling Club. The author of the email was suggesting that the community council had agreed to an annual payment of £500 to assist in funding the maintenance of the Bowling Green. The Clerk stated that he had checked previous minutes and that this was not the case.

Members felt that, as they had purchased a mowing machine to the value of £3,000 to assist the Club, it did not feel that any further contribution should be made. It was further stated that the community council had not required the bowling club to pay any booking fees for a number of years.

The Clerk would respond accordingly.

(vi) The Cemetery Commercial Waste Contract from Wrexham County Borough Council had been received. It was agreed to renew the contract for  the year to 31 March 2022.

 ANY OTHER BUSINESS

(i) It was reported that lighting at Rose Grange, Southsea, was not working. The local member for the area would report it.

(ii)A request was made for additional lamppost poppies for Remembrance Sunday.

It was agreed to discuss further nearer the date.

(iii) It was suggested a Xmas Working Group be established to organise Xmas lighting, Xmas Trees etc. It was agreed to discuss  further at the Annual meeting.

(iv) Road markings needed re-painting at the junction at High Street , Southsea.

(iv) It was suggested that Members needed to liaise when purchasing items from their Environmental Budgets to see if savings could be made by bulk buying.
