  1. WEBSITE DESIGN

The Chair welcomed Mr. Gary Edwards to the meeting. Mr. Edwards gave an update on progress. Email addresses and passwords were to be set up for each councillor. The site would be monitored by the Clerk, who would also be responsible for the input of information. Council Facebook and Twitter pages would also be set up.

Mr. Edwards was thanked for the update and work to date . He then left the meeting.

  1. COMMUNITY POLICING / ANTI-SOCIAL BEHAVIOUR 

Mr Ryan Jones, PCSO, introduced Mr. Nic Henshaw, who had recently taken up his post as a PCSO. Mr. Jones went through the crime / ant- social behaviour statistics  for December. Unfortunately, the statistics had only been received by the Clerk shortly before the meeting, so he had been unable to circulate copies to Members in advance of the meeting.

In particular concern was expressed about changes to the way PCSOs were being deployed. The matter was to be raised at the NW Police Forum meeting on 16 January  2020.

  1. APOLOGIES FOR ABSENCE

Apologies were received from Cllr. F Derbyshire, Cllr. Alan Edwards, Cllr. E Jones & Cllr. L. O’Donnell. The apologies were accepted.

  1. DECLARATION OF PERSONAL INTEREST

There were no declarations of personal interest.

  1. MINUTES OF THE MEETING HELD ON 18 DECEMBER 2019 / MATTERS ARISING

Members accepted the minutes as a true and accurate record.

Page 1 – Lodge Community Centre

The Clerk  informed Members that he had received a phone call form an Officer at WCBC, enquiring as to whether the community council had keys to the Centre. Cllr Parry-Jones said she would make enquiries in an attempt to locate a set of keys.

Page 2 – Finance

The Clerk informed Members that  he had received confirmation from WCBC that they would process the 2020/21 precept of £145,500.

Page 3- Planning Application 13 Moss Hill

The Clerk had informed the WCBC Planning Department of the Community Council’s observations relating to the above.

Page 4 – Correspondence -Black Lane School / PTA Request for Donation

The Clerk had delivered the cheque for the £500 donation.

Page 4 – Correspondence – Community House

The Clerk had informed Community House of the Council’s decision to donate a cost up to   £750 + VAT.

Page 4 -Correspondence – Brynteg Library

The Clerk had informed WCBC of its decision.

Cheque No. 201997 had previously been submitted to HSBC as a request for a new cheque Book.

The report stated that no income had been received during the period. However, since the agenda papers were despatched the Clerk had received and banked a cheque for £120 from Blackwell Memorials (Mold).

Report – Documentation of Internal Financial Controls

The Clerk presented the above report, which is submitted annually to the Council.  He outlined some minor changes to the document, in particular the addition of a paragraph to address the Council’s previous decision to consider arrangements for online banking, should it be introduced in the future.

Members accepted the report.

  1. PLANNING APPLICATIONS

Members considered the following planning application :

Planning Application P/2020/0003 – 2 Quarry Road, Brynteg, Wrexham

Members considered the documentation relating to the above application and agreed that they had no observations to make to WCBC. 

Planning Application P/2020/0010 – 31 Wrexham Road, Brynteg, Wrexham

Members considered the documentation relating to the above application. The Council supported the application on the condition that all work was undertaken within current boundaries.

The Clerk would pass on the above comment to WCBC Planning Department.

  1. PROJECT UPDATES 

Youth Provision

Members felt that they wished to review current provision given by both the Caia Park Partnership and AVOW. The Clerk would arrange meetings with both organisations. Representatives of North Wales Police to be invited to the meeting with Caia Park.

LED Lighting

The Clerk updated progress on the LED conversation of the Community Council’s lighting stock. He stated that the approved contractor was confident that installation would commence in February 2020 and completed during the current financial year.

Members requested that a meeting of the Street Lighting Working Group be arranged to discuss the project, potential Christmas Lighting  and the installation of a new lamp column at 42 Brynmally Park.

Speed Signs

The Clerk stated that he had liaised with members in each of the four wards to agree the location of the speed signs. Members agreed that a meeting be arranged with a representative of the approved contractor.

CCTV / Security Cameras

The security camera at Solway Banks was operative. The Clerk would chase up progress regarding the security system to due to be installed at Community House, Darby Road.

Cemetery

There were a number of concerns / outstanding issues relating to Pentre Broughton Cemetery. The Clerk would arrange a site visit for the Cemetery Working Group.

  1. CORRESPONDENCE / EMAILS

(i) Letter from WCBC confirming receipt of the Notice of Community Council Precept – Noted.

(ii) Email from Kevin Holmes, Cemetery Assistant, highlighting issues relating to Pentre Broughton Cemetery. It was agreed to invite Mr. Holmes to the site meeting with the Working Group.

(iii) A request from Ysgol Penrhyn New Broughton PTA, requesting a donation towards the construction of an outdoor classroom as a memorial to a pupil who had sadly died. The Council agree a donation of £500.

(iv) An email from Mike Underhill, M & J  Services (JB) Ltd. Informing the Council that he would commence work on the concrete hardstanding during week commencing 3 February 2020.

(v) Emails from Carla Hughes, WCBC, detailing costs of topping up bark at the Southsea and Brynteg Play Areas and details of the proposed Service Level Agreement for the financial year 2020/21.

It was agreed that the Clerk arrange a meeting with Carla Hughes to discuss the above issues.

(vi) Letter from the Valuation Office regarding Business Rates for Brynteg Bowls Pavilion. The Clerk had phoned them and explained that, whilst the land was owned by the Community Council, the Pavilion itself was owned by WCBC. The Valuation Office were therefore contact WCBC.

(vii) Notification of an event, Valuing Children in Wrexham, to be held at the Catrin Finch Centre on 28 February 2020.

  1. MEMBERS QUESTIONS /AOB 

(i) A Member queried whether any progress had been made in relation to erecting cages around some of the play equipment at Solway Banks. It was agreed to raise the issue when a meeting is held with WCBC.

(ii) Concern was raised at activity taking place at the travellers’ site  at Southsea. It was confirmed that WCBC Planning Department was investigating.
