974. COMMUNITY POLICING / ANTI-SOCIAL BEHAVIOUR
The Chair welcomed PCSO Ryan Jones to the meeting. Mr Jones had recently been transferred from the Plas Madoc community to Broughton. He thanked Members for their invitation to attend the meetings, seeing it as an excellent forum to discuss issues in the area and he or his colleague would make every effort to attend as often as possible, workload allowing. The Clerk would email a schedule of meetings for the coming year.
Members welcomed the additional information provided this month in relation to a more detailed information of the nature of the incidents recorded.
PCSO Ryan Jones was thanked for his attendance and he left the meeting.
975. APOGIES FOR ABSENCE /PERSONAL MATTERS
Apologies for absence were received from Councillors Gerald Davies, Sarah Hughes and Fred Derbyshire.
976. DECLARATIONS OF PERSONAL INTEREST
There were no declarations of personal interest.
977. MINUTES OF MEETING HELD ON 13 MARCH 2019 / MATTERS ARISING
The minutes of the meeting were accepted as a true and accurate record.
Matters Arising
Page 528, item 968 – Miners Wheel – It was agreed to defer this issue until a special meeting on 17 April 2019.
Page 529 – New Broughton Community Centre – The Clerk had received an email from Wrexham County Borough Council asking when the keys for the Centre would be made available.It was agreed that the Clerk would draft a letter for the two groups who use the Centre, explaining the reasons for the decision and giving them notice to remove any equipment etc. Councillor Nigel Williams stated that he would pass on the letters to the user group The Clerk would also contact Wrexham County Borough Council to ask what was to happen with furniture, equipment etc within the centre.
Page 529 – Bryn Y Gaer Road – Members felt the double yellow lines were in the wrong place. WCBC had stated they would rectify the issue.
There appeared to be a similar situation regarding double yellow lines at Victoria Road, adjacent to Sarays Kebab Shop. Cllr. Alan Edwards would contact WCBC.
Page 529 – Bowling Green Payments – It was suggested by a councillor that the payment seemed excessive.
Page 530 – Contracts of Employment – The clerk concerned that both the Cemetery Assistant and his had been duly signed by the postholders and the Chair.
Page 531 – Race Night – Members were reminded about the Race Night on 26 April. Tickets were available.

(b) P/2019/ 0262 – Extension to rear of Delph, Rose Hill, Brynteg
(c) P/2019/0269 – Approval of details for land East of Rosefield Villa, Quarry Road,
Members had no comments to submit on any of the above applications.
It was reported that the planning application relating to the development at Ferndale Garden Centre, Caego was to be considered by the WCBC Planning Committee.

980. COMMUNITY PROJECTS
Youth Provision
A report had been received from Caia Park re. proposals for additional provision. It was agreed that the Youth Service Working Group meet on Wednesday 17 April 2019 to discuss the report.
Street Lighting
The Clerk distributed a note of a meeting of the Street Lighting Working Group. It was agreed that the approach to LED lighting project outlined in the note be progressed.
Cemetery
An update was given on the cemetery project.
Concern was expressed that some people were attempting to repair the banded headstones themselves, without the input of a qualified stonemason and therefore no certificate. One person had contacted S.Price (Memorials) for a quote to repair one.
Councillors felt that there is a need to take more enforcement action where people are not adhering to the current policies. The Cemetery Assistant be asked to remove any items which do not comply with current policies
981. CORRESPONDENCE
Letters of thanks had been received Wales Air Ambulance, Family Friends, Tenovus and the Carers Trust.
AGM of the Wrexham Civic Society – Noted
Email from Mr Bob Morris – Reply suggesting he contacts the Planning Department for advice.
Notification that changes to the Forge Road Surgery would be in place by September.
982. ANY OTHER BUSINESS
It was reported that the speed bump outside Ysgol Penrhyn had been damaged. Councillor Edwards would contact WCBC.
It was suggested that village signs be erected at key locations in the community. Councillor B Parry-Jones would obtain quotes.
It was further suggested that the purchase of illuminated speed signs be investigated.
