  1. APOLOGIES FOR ABSENCE

  1. DECLARATIONS OF PERSONAL INTEREST

Cllr. B. Parry-Jones in relation to a request for a donation from Bryn Alyn School Drama Department as a governor of the school.

Cllr. J. Pettigrew in relation to a planning application at 8 Southsea Road as a relative.

  1. PCSO REPORT

The report had been circulated to Members prior to the meeting. Members felt that the report lacked any meaningful information and omissions of incidents which Members were aware of.

The minutes were accepted as a true and accurate record.

Matters Arising

Page 2 – Bus Shelter, High Street, Pentre Broughton

The Clerk confirmed that he had received confirmation from Wrexham CBC giving permission for a bus shelter to be erected at High Street, Pentre Broughton at a cost of £5,232 plus VAT. The shelter would then be incorporated into Wrexham CBC’s portfolio.

Page 2 – Replacement Speed Sign

The Clerk informed Members that the replacement speed sign on Southsea Road had been installed.

Members were very complimentary on the speed sign display.

Page 2 – Handyman/Woman

It was agreed that an additional meeting be held on Tuesday 4 November at 7 pm in the Memorial Hall to discuss this issue.

Page 2 – Cemetery

The Clerk informed Members that he had received one quote and was attempting to obtain further for the of cutting the hedge and edging the paths.

Page 5 – Remembrance Sunday

The Clerk informed Members that he had received the additional poppies, cable ties and the wreaths.

 

  1. FINANCE

Members agreed income and payments amounting to £19,900 and £ 14,134.70  respectively.

A Member suggested that a review of cemetery fees needs to be undertaken to increase income.

  1. PROJECTS

Remembrance Sunday

The format and details of the service were agreed.

Xmas Lights

It was agreed to switch on the lights on 24 November in order to give enough time to take down the lamppost poppies.

 

  1. YOUTH PROVISION

As agreed at the September 2025 meeting an informal meeting was held on 1 October 2025. Concern had previously been expressed as to the lack of numbers attending the sessions, a perceived lack of impact on youth related anti- social behaviour and the cost.

It was felt that these monies could be better spent on other functions within the community.

It was agreed to give Wrexham CBC the required three month’s notice to terminate the contract.

  1. PLANNING APPLICATIONS

P/2025/0716 – DEMOLITION OF 2 SEMI-DETACHED DWELLINGS AND ERECTION OF 3 DETACHED DWELLINGS AT 40 WESTMINSTER ROAD, MOSS, WREXHAM, LL11 6DG

Members objected to the application on the following grounds :

  • Access issues to and from the site, particularly onto a busy road with no pavements
  • Wildlife protection issues

P/2025/0683 – FORMATION OF VEHICULAR ACCESS
AT EIRIANFA, 8 SOUTHSEA ROAD, SOUTHSEA, WREXHAM, LL11 5PH

Members objected to the application on the following grounds :

  • Splay / visibility issues, accessing and leaving the site onto a busy main road with numerous parked cars with no parking restrictions.
  1. CORRESPONDENCE
  • The Clerk informed Members that he had requested A&G Signs to take down the Mountain View Housing Development direction signs in readiness for the erection of the Xmas lights.
  • A request from Mrs. J. Valentine to reconsider the decision to request her to pay all fees relating to the strip of land at the cemetery.

However Members reaffirmed their previous decision.

  • A request from the Bryn Alyn School Drama Department towards the cost of the annual pantomime production.

It was agreed to donate £1000.

  • A request from the New Broughton Carpet Bowls Club towards their Xmas Meal.

Unfortunately Members felt that they could not donate public funds for this purpose but would consider a donation for equipment etc.

  • A request from Broughton History Society for a donation towards a permanent memorial to the community’s coal mining industry.

It was agreed to donate £1000.

 

  1. MEMBER REPORTS
  • Graffiti sprayed on Heritage Way.
  • Problems with signage on the Caego Housing Development site.
  • Quotes to be obtained for an additional water supply at the cemetery.
  • The need to acquire 24 hour access signs at the cemetery.
  • Concerns about dog fouling on the new Broughton football pitch.
  • The Clerk to contact the Chair of Coedpoeth Football Club to ensure that they pick up the litter and put it in the bin.
